Pre-Qualification Document

For

Design, Build and Operate (DBO) a Mechanical-Biological Treatment Plant (MBT) in Al Ghabawi Area at Amman Governorate at Jordan

The Greater Amman Municipality (GAM) hereinafter referred to as the Employer (Project Executing Agency, PEA) has received a grant from the KfW Development Bank (KFW), for the Construction of a Mechanical-Biological Treatment (MBT) Plant. The purpose of the Project is to make a contribution to the establishment of an environmentally, resource- and climate-friendly municipal waste disposal system in Jordan.

The funds of the investment project (BMZ-No. 201568369) shall cover the costs of the construction, equipment and operation of an MBT facility. The plant shall allow the Project Executing Agency to pilot mechanical-biological waste treatment technologies and thus support the PEA in the transition towards a sustainable solid waste management. The facility shall be built on land opposite the entrance to the Al Ghabawi Landfill owned by the PEA. It is envisaged that the MBT facility shall have a capacity of approximately 220 t/day Municipal Solid Waste (MSW) plus an input of 50 t/day of Source Separated Organics (SSO) and 25 t/day of Source Separated Material for Recycling (SSMR). The plant design shall provide high flexibility for waste stream management, which allows shifting between the recovery/production of recyclables, compost, RDF and stabilized biomass.

 

It is intended to use part of the grant thereof of “Design, Build and Operate (DBO) a Mechanical-Biological Treatment Plant in accordance with FIDIC Gold Book”.

During project implementation, the contractor has the following main tasks: elaborating the details of the Project design;

  1. Design and Build, the contract will include the full design of the facility including all necessary civil works (reception, buildings, waste bunkers, internal roads, internal supplies, etc.)
  2. Mobile equipment for the MBT operation, all needed Services and After Sales Services for the machinery and equipment described in Section VII " Scope of Employer's Requirements" such as (Testing and Commissioning, Training, Operation and Maintenance Manuals, All types of Spare Parts (during the warranty period and after the warranty period as per the Employer's Requirements, etc.); and
  3. A three- years operation of the facility containing a Detailed Capacity Building Programme (DCBP) aimed at upgrading the capabilities of GAM assigned staff to operate the MBT after the Contractor's three (3) years of operation.

 

 

 

 For this purpose, GAM hereby invites the qualified companies firms to participate in prequalification for the above assignment. The shortlisted applicants will be invited to provide proposals. Prequalified Applicants will be selected in accordance with the procedures specified in the KfW Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries (“KfW Guidelines”), version January 2019, 2nd update as of November 2023.

 

Eligible applicants may obtain the prequalification documents from the Tendering and Procurement Department offices specified below or through the website (www.gamtenders.gov.jo ). Interested companies are advised to follow up on any amendments/clarifications to be issued through the website.

 

  • Interested companies must provide information evidencing that they are qualified and experienced to perform those works. For this purpose, documented evidence of recent and similar works shall be submitted.

 

  • If the applicant is a Joint Venture (JV) (three 3 members maximum), the Application shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Application, together with a copy of the proposed Agreement.
  • The original Application, two (2) hard copies and one (1) digital copy (USB Flash) of the Application shall be submitted to the address below no later than Monday, December 16, 2024  at12:00 noon Amman local time.
