Since the Municipality is a service institution governed by a range of legislation, such as the Greater Amman Municipality Law (18) of 2021 and the regulations promulgated thereunder, the Supplies and Public Works Regulation and the Civil Service Regulation, its financial resources have been defined by the Municipalities Law and the Municipalities' Financial regulation as the taxes and duties levied on services provided, such as building and professions permits, building, land and verification taxes, regulation and traffic violation returns, and others. This is in addition to the return on the Municipality's investments in its lands and real estates, such as rental proceeds for buildings, as well as donations and loans. The Municipality prepares an annual budget that is approved by the Municipal Council and the Prime Minister.
In view of the multiplicity of services provided by the Amman Municipality, its large area and growing population, its functions have been divided into (6) sectors (public works, planning, health and agriculture, areas and environment, finance and administration, and community development) as shown in the organizational structure below. Its geographical area has also been divided into (22) administrative areas to ensure that it can properly perform its functions and deliver all its services with distinction in order to fulfill its mission, which states “To provide distinguished municipal services that focus on the environmental, health, organizational and infrastructure dimensions, while preserving Amman’s identity and cultural heritage, developing the community and paying attention to the human dimension through planning, optimizing investment of resources and building partnerships with stakeholders”.
The services provided by the Municipality vary and include (134) services provided to various segments of society, ministries, official institutions, and public and private companies upon request. In addition, there are 78 internal services provided by various departments of the Municipality to support each other and enable them to fulfill their role as hoped.
