Sectors and Directorates

 Planning and Economic Development Sector

The sector is concerned with translating the Municipality`s vision and strategy for planning, setting and periodically reviewing a comprehensive development plan for Amman in line with modern city growth standards, formulating strategies and policies governing urban components of the city, implementing the outputs of the city growth plan in the form of detailed organizational charts at all levels and developing legislation relating to the planning and organization of the city of Amman.

In addition to studying the reality of the current organization of the city of Amman, formulating and implementing special plans to improve this reality, preparing studies on the urban growth curve and the progress of licensing professions and advertisements, and completing construction and professional licensing in the city of Amman and laying the foundations for this, drawing up expropriation plans for the projects that the Municipality plans to implement and overseeing the implementation of legal procedures to that end.

 The following directorates belong to the planning sector:
  • Planning Directorate.
  • Licensing Directorate.
  • Geographic Information Systems Department (GIS).
  • Urban Observatory Department.
  • Planning and Budgeting Unit.

 

 Planning Directorate:

 The Planning Directorate has the following departments:
  • Organization Department.
  • Comprehensive Planning Department.
  • Expropriation Department.
  • Amman's Sustainable Development and Resilience Unit.
 The Directorate performs the following services and duties:
  • To implement the Municipality`s vision and strategy for planning, set a comprehensive development plan for Amman in line with modern city growth standards and review it periodically, and formulate strategies and policies governing the urban components of the city.
  • To implement the outputs of the city growth plan in the form of detailed organizational charts at all levels.
  • To supervise the preparation of studies on the reality of the organization in Amman and formulate and implement special plans to improve this reality.
  • To supervise the preparation of studies on the vision of the city’s expansion in accordance with the strategic directions of the planning hubs and centers.
  • To supervise the implementation of the expropriation plans for the projects planned by the Municipality and of legal procedures to that end.
  • To implement requests to amend the organization, give a use status, amend provisions, abolish and create streets, study green areas, prepare zoning projects and object to licensing transactions for buildings outside the organization.
  • To develop legislation relating to the planning and organization of the city of Amman.
  • To prepare, archive and maintain organizational charts of all types and locations.
  • To apply the naming and numbering regulation and the instructions issued thereunder.

 

 Licensing Directorate:

 The Directorate performs the following services and duties:
  • To supervise the issuance of construction licenses within the boundaries of the Greater Amman Municipality and ensure compliance with the legislation governing them.
  • To monitor and study the urban development curve in the Greater Amman Municipality areas and make the necessary recommendations to guide urbanization in line with the city's growth.
  • To prepare studies on the progress of licensing professions and advertisements in Amman and ensure that it is directed in accordance with the legislation in force.
  • To follow up on the work and decisions of the Districts Committee on Buildings and professions and ensure their implementation by the competent areas and departments.
  • To supervise the issuance of licenses for professions and advertisements within the boundaries of the Greater Amman Municipality.
  • To ensure that the procedures for organizing and licensing billboard advertising are applied in accordance with the legislation in force.
  • To scrutinize all decisions of local committees for organization and buildings, ensure the accuracy of legal and technical procedures under the powers of the Mayor of Amman, and consider the inspectors' objections to the decisions of local committees in the areas.
  • To prepare studies and recommendations for updating laws, regulations, and instructions on licenses for buildings, professions and advertisements in line with the growth and development of the city.

 

 Geographic Information Systems Department (GIS):

 The department’s objectives:

The department mainly aims to build and update a geographic database for the areas and departments of the municipality where the latest technologies are used in collecting this data; By classifying, auditing, analyzing, developing, preserving it, and making the data available to be shared by stakeholders in every department, such as the planning, organizational and legislative departments, as it is provided to governmental departments, and institutions, security agencies, the private sector, students and individuals, and according to the needs of each party, its competences, and data accessibility.

 Tasks of the Geographic Information Systems Department (GIS):
  • Building a base map for the city of Amman, updating the geographic layers related to the municipality's departments and regions.
  • Update the plots subdivision on a daily basis "Online" and provide them to the concerned organizational units.
  • Producing maps and charts, providing the entire Municipality departments and regions with them, in addition to satellite images.
  • Preparing "spatial" geographical analytical studies.
  • Developing geographic applications to the municipality's departments and areas.
  • Management and follow-up of the Amman Geographical Explorer and the geographical portal.
  • Providing governmental institutions, security agencies, and the local community with geographic data and plans.
  • Raising Awareness of the geographic information system (GIS) by holding foundation and specialized courses for employees and university students.
  • Preparing agreements and data exchange with external departments and institutions.

  • Paid-for services (through the Amman Municipality website http://www.ammancity.gov.jo).

 

 Urban Observatory Department:

 Functions of the Department:
  • Calculating urban indicator values adopted by the Urban Observatory.
  • Preparing analytical studies and reports on the areas of development and measuring performance in the areas of sustainable development through an integrated analysis of the current situation and formulating plans for the implementation of projects in all aspects (environmental, social, construction, and infrastructure).
  • Producing and disseminating statistical reports, including values of Amman's urban indicators, local indicators, statistical analyses, inter-comparisons, and benchmarking.
  • Providing decision-makers and those interested in planning with the statistical analytical reports needed to reach a scientific approach based on sustainable planning in implementing projects in the Greater Amman Municipality.
  • Conductg field tours through the staff of partner seekers to obtain raw data and define urban observing functions and their role in developing Amman's urban reality and calculating Amman's urban indicators.
  • Conductg field surveys through the observatory department`s staff of social and economic researchers to identify problems in all urban aspects and provide urban indicators to decision-makers and planners.
  • Designing the necessary databases through advanced software such as ORACLE, which is characterized by a high level of security in preserving information and giving the necessary powers to the task force and users.
  • Overseeing the institutional memory system.
  • Cooperating with all local and international authorities in obtaining accurate and up-to-date data about Amman.
  • Producing local indicators that reflect the specificity of the place.

 

 Planning and Budgeting Unit:

 DUTIES:
  • To supervise the preparation of operational plans within the sector, ensure that they are linked to the budget, compare them with best practices, follow up on the evaluation of their achievement, and address deviations in achievement.
  • To follow up the application of institutional policies, strategies and methodologies within the sector and to submit periodic reports on monitoring the performance of institutional methodologies to the Deputy City Manager in the sector.
  • To supervise the preparation of budgets (revenues, expenditures) for the sector departments. And to prepare financial reports for sector accounts and improvement plans in coordination with sector departments.
  • To oversee the documentation and design of the main and subsidiary operations within the sector in coordination with the relevant administrative units and follow up on the measurement of operations performance.
  • To participate in the task forces for the preparation of the Municipality's strategic plan.
  • To represent the sector within the task forces for the Excellence Awards and the teams formed for the purpose of developing and improving institutional performance.
  • To follow up on the service recipients’ suggestions and complaints related to the sector’s services.
  • To prepare a database for administrative units in the sector.
  • To report periodically on the sector's achievements.
