Human Resources Directorate

 Main functions of the Directorate:
  • Provide all the departments and areas of the Municipality with the necessary human resources with scientific competence and practical experience of the skills required at the appropriate times, predict the future needs of human resources and skills according to the plans of the Municipality, contribute to building supervisory posts within the replacement and succession methodology, and develop annual training plans and study its conclusions.
  • Activate channels of communication with employees to receive their complaints, suggestions and inquiries, deal with them and study them to identify needs and concerns, make recommendations and contribute to the creation of a stimulating and supportive working environment for aspects of social well-being, job security and public safety for the Municipality`s employees.
  • Develop appropriate and effective human resources policies, follow up their application, study results, and plan and develop human resources in accordance with the best international practices.
  • Prepare human resources performance evaluation systems, follow up on their application, study the overall results of their application, set, develop and monitor the application of staff-time systems, keep data related to human resources computerized, prepare reports and statistics, supervise the application of the human resources system in coordination with the Information Technology Department and the Accounts Department, supervise the application of the human resources system in coordination with the Information Technology Department and the Accounts Department, monitor the integrity and security of the database, solve problems and provide technical support.
  • Follow up on staff matters in the Municipality for the duration of the service, pending its completion and beyond for retirees, and document and archive staff members' files electronically.
  • Prepare organizational structures and job descriptions for departments and posts, and prepare an annual staffing composition table.
  • Apply laws, regulations, and instructions relating to human resources transparently and fairly, and provide the necessary recommendations for their development.
