Directorate of Finance: (It has the following departments):
- Budget Department.
- Accounts Department.
- Treasury Department.
- Collection Department.
The general objective of the Directorate:
To supervise the preparation of the budget and follow-up its implementation, the financial risk plan, the management of fixed assets, the management of the collection of taxes and fees, the assessment of the building and land tax on real estate within the boundaries of the Greater Amman Municipality, the disbursement of employees' salaries and financial entitlements to the relevant authorities, the monitoring and management of funding operations for the Municipality’s budget and the preparation of financial reports in accordance with international standards to support management in decision-making.
Functions of the Directorate:
- Supervise budget preparation, budget reassessment, and preparation of redeployments for the Greater Amman Municipality.
- Supervise and control all Municipality accounts and prepare all types of financial reports (periodic and upon request).
- Oversee the check issuance process.
- Oversee the process of issuing cheques.
- Supervise the calculation and disbursement of salaries, wages, and bonuses.
- Oversee the expenditure procedures.
- Follow up on prepared bank reconciliations and short and long-term loans.
- Follow up on internal and external outgoing remittances.
- Take all decisions to ensure that the process of imposing taxes and fees, in general, is conducted in accordance with the regulations and instructions in force in the Greater Amman Municipality.
- Supervise the process of issuing clearance certificates (Deed of release) of all kinds, (inheritance/liquidation of companies .... etc).
- Follow up collections, compare them with what is expected on the Amman Municipality budget, and follow up its deviation with the competent departments.
Directorate of Investment and Supply Chain: (It has the following departments):
- Tendering and Procurement Department.
- Supplies and Warehouses Department.
- Municipal Property Investment Department.
- Asset and stock Department.
- Agreements and Arbitration Unit
General Objective:
To take advantage of investment opportunities, market them locally and internationally, study and prepare the necessary contracts, inventory the Municipality’s properties, follow up on their investment and operation, prepare studies on the establishment of markets and commercial complexes, manage tenders and bids, and provide stock centers with needs within their competence and supervision.
Functions of the Directorate:
- Manage stock and warehouses such as ordering, receiving, warehousing, handling, inventory, and distribution.
- Raise the efficiency of the stock management process to ensure that optimal stock level is maintained and financial expenditure is controlled.
- Ensure the Municipality’s needs in terms of supplies, works, services, consultations, lands and real estate buildings for the purposes of serving the community and associations in a manner that serves and realizes the Municipality’s strategies within the concept of social responsibility.
- Manage purchases and sales of supplies and works.
- Oversee the accounting and management of the Municipality's property and take the necessary action to prevent its abuse.
- Supervise the rental of shops and commercial complexes belonging to the Municipality and attract private investors to invest in the Municipality’s properties.
Real Estate Appraisal Directorate: (It has the following entities):
- Appraisal Center North Amman.
- Appraisal Center Central Amman.
- Appraisal Center South Amman.
- Appraisal Center West Amman.
- Appraisal Center East Amman.
- Appraisal Center Marj Al-Hamam.
Functions of the Directorate:
- Assess the buildings and land tax/real estate appraisal for building and land tax purposes.
- Issue certificates of building specifications or amounts paid and clearance certificates for disbursement transaction purposes.
- Issue building seniority certificates.
- Supervise the assessment process to ensure the application of policies and planning procedures and the development of assessment methods and tools.
Administrative Services Directorate: (It has the following departments):
- Office Services Department.
- Public Service Department.
- Records and Correspondence Department.
- Security and Protection Department.
- Public Safety Department.
- Abdali Building Complex Unit.
General Objective:
Supervise the management of the reception of complaints and suggestions of service recipients, provide guidance and transaction inquiry services, follow up the provision of terrestrial and cellular telecommunication services, secure the departments’ requirements for hospitality, hygiene, stationery, kits and inks, and manage, document and archive records and correspondence. It also manages the destruction of files and documents and ensures the security of the Municipality's sites and facilities, as well as festivals and celebrations.
Functions of the Directorate:
- Manage the process of receiving complaints and suggestions of service recipients and provide guidance and transaction inquiry services.
- Follow up the provision of terrestrial and cellular telecommunication services.
- Secure the departments’ requirements for hospitality, hygiene, stationery, kits and inks and manage, document and archive records and correspondence.
- Manage the destruction of files and documents and ensure the security of the Municipality's sites and facilities, as well as festivals and celebrations in coordination with security agencies.
- Book halls and provide hospitality for meetings held at City Hall.
- Issue service receipts (water and electricity) to the Department of Palestinian Affairs.
