Sectors and Directorates

 Works Sector (It has the following departments):

 The general objective

The Roads Directorate was established to take charge of the public road network in the Greater Amman Municipality in terms of implementation, maintenance and sustainability, with a view to improving and developing the road network and infrastructure work in accordance with best practices and developing, establishing and rehabilitating rainwater drainage networks.

  • Road Maintenance Department.
  • Construction Department.
  • Implementation Department.
  • Coordination and Follow-up Department.
 The Directorate performs the following services and duties:
  • To construct, asphalt, maintain and sustain roads.
  • To adjust the levels of service and rainwater drainage facilities on the streets.
  • To construct and maintain sidewalks, terminals, traffic intersections, pedestrian Bridges and barriers in order to ensure the safe and secure movement of citizens.
  • To construct and rehabilitate rainwater drainage lines including box and pipe culverts, remove debris, and clean up valleys and streams. Which contributes to raising the level of public safety in the city.
  • To demolish expropriated buildings and installations and the violating buildings in accordance with the laws, regulations and instructions in coordination with the areas concerned and the Reconstruction Control Department.
  • To control and follow up the infrastructure excavations within the boundaries of Greater Amman Municipality, under conditions and specifications established for this purpose, and to constantly strive to improve the specifications of reinstatement to meet the requirements of the Greater Amman Municipality and in accordance with the approved conditions and specifications.
  • To issue and renew permits for contractors in order to implement services and serve citizens in their proper delivery, and to follow up and control the work of infrastructure excavation contractors.
  • To coordinate and follow up on the removal of services that intercept the Municipality’s projects, especially tunnel and bridge projects, and to study the delivery of services to the Municipality’s projects and installations.
  • To coordinate with the departments concerned to assist in controlling the work of infrastructure contractors by sending a copy of the permit.
  • To provide emergency work service, receive citizens’ complaints and transfer them to the relevant authorities, and coordinate permanently with the National Center for Security and Crises Management in order to ensure that appropriate precautions are taken in the event of a crisis.

 

 Facilities and Buildings Sustaining Directorate

 The general objective

To ensure the maintenance and sustainability of all Greater Amman Municipality buildings and facilities, provide them with office furniture, necessary maintenance materials and garden supplies, and maintain movement requirements in the Municipality complexes

  • Building Maintaining and Sustaining Department.
  • Production Department.
 The Directorate has the following functions:
  • Provide civil, electrical and mechanical maintenance services, carry out rehabilitation works for all assets belonging to Greater Amman Municipality, and implement rehabilitation works within the main building of the Greater Amman Municipality, the city hall, warehouse materials and works according to the public supplies and works Regulation.
  • Follow up on maintenance contracts for works that fall under the competence of the directorate, such as elevators, air-conditioners, etc., for the Municipality departments and areas.
  • Provide Greater Amman Municipality`s administrative units with metalworks, containers and woodworks.
  • Maintenance of metalworks, containers and woodworks.

 

 Public Transport Directorate:

 The general objective

To promote, plan, develop and implement mass transport projects and systems in the city of Amman. Public Transport Operations Department

  • Public Transport Studies and Planning Department
  •  Bus Rapid Transit Infrastructure Project Management Department
  •  Bus Rapid Transit Operation Department
  •  Audit and Communication Unit
  •  Legal and Administrative Follow-up Unit
 The Directorate has the following functions:
  • Issue and renew public transport permits and renew public transport operators' licenses.
  • Control public transport operations inside and outside the departure and arrival point to provide public transport services in the various Municipality areas.
  • Carry out write-offs and replacements for public vehicles with a view to modernizing the public transport fleet.
  • Conduct public transport ownership transfer transactions.
  • Monitor investors' and operators' compliance with operating conditions in order to upgrade services for public transport users.
  • Set public transport fares and tariffs and monitor operators' compliance therewith.
  • Study and develop existing public transport lines.
  • Prepare studies on public transport projects in Amman based on the city's needs and forecast future needs.
  • Prepare studies on the proposal to create new public transport activities and services and the possibility of attracting investors.
  • Develop standards, specifications and controls that guarantee a high level of safety for the various modes of transport, study the availability of mechanisms that deal with crises and emergencies in the transport sector, and analyze their causes and the actions to be taken to reduce them and their recurrence.
  • Oversee engineering and technical implementation of public transport infrastructure projects.
  • Participate in technical engineering supervision of external supervision contracts for public transport infrastructure projects.
  • Follow up on the removal of obstacles to project implementation and coordinate with the concerned authorities.

 

 Traffic Directorate:

 The general objective

To plan, organize, control and contribute to the management of traffic and meet the traffic safety requirements of the city of Amman, in coordination with other concerned authorities, and develop them using technical means and solutions.

  • Traffic Operations Department.
  • Traffic Planning Department.
 The Directorate has the following functions:
  • Plan and regulate road traffic within the administrative boundaries of the Greater Amman Municipality.
  • Improve the traffic situation with a view to transporting citizens and their needs easily, quickly and safely using the latest technical means.
  • Gather and organize traffic information and statistics and prepare traffic studies.
  • Coordinate with the concerned departments and external partners and analyze the data received on the traffic situation in order to address it and find the best ways and solutions to reduce traffic jams on the main roads.
  • Study traffic diversions in coordination with the Central Traffic Department at sites of works and events that serve Amman Municipality.
  • Traffic Calming Devices Installation (paint, speed humps, reflectors, traffic signs, traffic signal violation cameras, etc.).
  • Conduct Specialized Traffic Studies to Monitor Traffic according to Changes in Traffic Flow Rates which Could Include (Proposing New Street (intersection) Design /Adjusting Speed Limits/ Installing Reflectors in Highway to improve Drivers Sight Distance
  • Installation and maintenance of lamp posts.
  • Implement traffic lights.
  • Manage and monitor traffic impact studies for planned projects and study entrances and exits for projects with critical traffic impact.
  • Study the proposed locations of traffic lights (justification and design).
  • Indicate the traffic opinion on licensing wedding halls / commercial projects such as malls / gas stations / car showrooms / schools /
  • hospitals / parking lots and any project that has an impact on traffic.
  • Indicate the traffic opinion on the transactions of professional licenses related to traffic.
  • Pedestrian Studies as pedestrian bridges and tunnels/pedestrian traffic lights and locate them.
  • Study regulatory modifications to the street network.
  • Manage and follow up on the construction of traffic analytical models within the approved technical specifications.
  • Manage the use of analytical models to evaluate different projects and strategies.
  • Oversee the preparation of initial designs of major intersections, prepare initial designs, identify the sequence, phases and timing of traffic lights, and perform traffic analysis using traffic simulation software.
  • Supervise audits and reviews of detailed designs of traffic projects.
  • Follow-up on traffic-related data management and storage.

 

 Fleet Directorate:

 The general objective of the Directorate:

To continuously modernize, maintain and sustain the Greater Amman Municipality fleet, and it has the following departments:

  • Vehicle Department.
  • Machinery Department.
  • Transport and Supply Department.
 The Directorate has the following functions:
  • Sustain the operation of vehicles and machinery and maintain their technical readiness by performing periodic, preventive and curative maintenance services.
  • Ensure the readiness of machinery with the machinery operating departments in emergency, disaster, snow and project situations.
  • Provide logistical support to the departments and areas that use machinery, freight vehicles and equipment.
  • Provide departments and areas with their needs of cars and hygiene machinery.
  • Insure and license all cars and machinery of the Municipality, and follow up and issue vehicle use permits.
  • Monitor traffic accidents and traffic violations involving Municipality cars and machinery and follow up on repairs with insurance companies.
  • Conduct the various field inspections and ensure that vehicle users comply with the instructions issued in this regard.
  • Provide all types of fuel for Municipality vehicles and machinery.
  • Monitor and follow up on the performance of the Municipality vehicles through tracking systems.
  • Procure the necessary parts for the maintenance of the vehicles and machinery in the Municipality through the application of scientific methodologies for procurement and storage.
  • Establish the technical specifications for vehicles and machinery purchased by the Municipality in accordance with the latest global quality standards.
  • Maintain and follow up repairs of submersible pumps in tunnels.
  • Monitor, maintain and sustain suction motors during emergency periods at the sites as per the plans of action.
  • Supervise the repair and maintenance of pumps (3 inches) dispensed to the areas and departments and check their readiness.
  • Equip the snow-plowing and salt-spraying vehicles, provide drivers to work on them, and ensure they are operational during emergency periods.

 

 Engineering Directorate:

 General objective:

To provide engineering consultancy and project management services for all construction projects for the various Municipality sectors of buildings, facilities, parks, and road infrastructure projects, including tunnels and bridges, in order to achieve the strategic objectives of the Municipality on all axes.

  • Department of Studies and Design.
  • Department of Supervision and Project Management.
 The Directorate has the following functions:
  • Prepare engineering designs for building projects, urban design and site coordination.
  • Prepare designs for roads, profiles (street leveling), intersections (tunnels and bridges), environmental projects and rainwater drainage.
  • Manage and follow up on external consultancy contracts technically, financially and legally.
  • Preserve the physical and urban heritage of the city and prepare and update the Urban Heritage Register.
  • Technically supervise the implementation of construction projects in accordance with the various approved specifications, including buildings and gardens (GAM facilities and gardens, its urban spaces and any facilities it is committed to their construction and rehabilitation), infrastructure (construction and maintenance of intersections (tunnels and bridges) and metal barriers), and specialized projects (construction of Islamic graves, model neighborhoods, caravans and any specialized works), to ensure their quality and durability.
  • Manage various construction project contracts (standard contracting for construction projects, concise contracting for construction projects, special contracts...) in accordance with signed agreements and approved tender documents (as an “engineer”), as authorized by the employer).
  • Manage engineering services contracts for external supervision (full or partial) and follow up them properly in accordance with the signed agreements, and manage the associated implementation contract in accordance with the specific powers (as an "employer representative", as authorized by the employer).
  • Consult with the parties to the contract regarding any financial and temporal claims to reach an agreement, provide the engineer’s estimates as an engineering technical opinion in the event of any dispute arising between the Municipality and the contractor or consultant, provide the technical and contractual opinion regarding any dispute arising between the parties to the contract, and investigate the eligibility of the financial claims submitted.
  • Participate through the representation of the Amman Municipality in the boards of dispute resolution, amicable settlement and arbitration.
  • Conduct field inspections, estimate costs for urgent works, and estimate the costs of damage caused by traffic accidents associated with the department's work (tunnels, bridges and metal barriers).
  • Prepare tender documents for projects, specialized engineering technical studies and feasibility studies for various Municipality projects.
  • Profile design - Street level identification.

 

 Construction Laboratory Unit:

 The general objective of the Unit:

The Construction laboratory Unit carries out quality control on the construction materials used in the various Municipality projects, by conducting laboratory tests in accordance with the approved standards and specifications with high accuracy, while adhering to the time limits for the tests.

 The Unit has the following functions:
  • Conduct laboratory tests of the construction materials used in the Municipality projects (asphalt, concrete, soil and gravel samples) and indicate the extent to which they conform to the required specifications with high accuracy, while adhering to the established standard time limits.
  • Take quality control samples from the sites of the various Greater Amman Municipality projects, examine them at the Unit's laboratories and assess their conformity with the applicable technical specifications.
  • Participate in the preparation of technical specifications for construction materials.
  • Adopt the latest international and local specifications in the development of technical references for construction examinations.
  • Prepare various studies on the construction materials used and the results of sample tests and the contractors supplying such materials.
  • Train trainees both inside and outside the Municipality on laboratory testing of construction materials.
  • Take samples from project sites and examine them in the Municipality laboratories, such as compaction grades and concrete and asphalt cores, at the request of the supervisory cadre.
